All based on one fact, the mother claimed the father kidnapped the child, when the truth was; the mother abandoned the child and made impossible the return of the father and child to their country, to make for the frivolous suits and obtain all types of gains.
Then, a settlement agreement is reached under Hague proceedings (Treaty) But, Samantha Lowry kidnapped Sebastian on December 3, 2007 with her boyfriend Tristan Nind in breach of an International Settlement Agreement under Hague Proceedings (Treaty) where the Consul Cecil K Scott (United States of America Consul in Mexico) was to safe keep the baby travel documents in the Embassy to prevent his abduction but apparently the records were forged (Blank notarized document of the US Embasssy without signatures) and then three different signatures of the consul Cecil K Scott made the same date and Samantha Lowry Kidnapped the baby.
After his kidnapping, all is known of the baby is his poor welfare and his whereabouts concealed up to date.

Daniel Pavon has even attempted to obtain information of his son that is usually ganted by the Hague Convention on the Civil Aspects of International Child Abduction, even through the filing of forms C2 and C1A, forms C3, Form C4, Form C11, Form C 16, Form C18 filed in the High Court of Justice of England during previous proceedings, but up to date, Daniel Pavon knows nothing about his son whereabouts or any other information on his welfare, other then the serious concerns arise by his medical report recently obtained and been incomplete and vague with the concealment of the report since the child abduction to June 2008..
This medical report obtained of Sebastian clearly shows the neglect and lack of proper medical care he is under.

Honorable Justice Hogg, a summary of the emails, including emails from April 2007 to May and June 2007,
Emphasis added: The mother admits erasing the emails from the father email account. Why would she do such a thing? and why the father coud trust her if she would send them? This email exhibit is yet another attempt of the father to return to Texas dated August 1, 2007.
Summary of case:
Samantha Lowry found to be pregnant in England on August 2006 and claimed the father was Daniel Pavon who lived in Texas, therefore the mother moved to Texas on or around September 22, 2007, son after on December 2007 her tourist visa expired and became an illegal alien.
The Child was born on March 29, 2007, the mother did not want her last name on the child and therefore the child was named only after the father (Unmarried couple).
The mother turn hateful against the father, she claims she cannot cope with the child and want to take the child to her family own child care center : Hillsborough Child Nursery in Bishopstone Swindon UK.
The mother main complains against the father were because he did not change diapers and did not cook.
The parents did not lived together, and never married.
A trip is planned for Memorial Day weekend holidays, and the father and child leave to Mexico City on May 25, 2007 and the mother was to arrive on May 28, 2007.
The father waited for her in the station and but Samantha did not arrive.
Then Samantha made impossible the return of the Father and child to Texas, to start frivolous secret proceedings (purposely non served), the mother trespassed into the father homestead and took illegal possession and the mother took all possible ways to make impossible his return.
Samantha began these secret proceedings in Texas On May 30, 2007, claiming the child was in Texas with risk of international abduction and to place restrictions against the father to obtain any travel documents for the child (Which he was requesting since June 1, 2007 to return to Texas and Samantha had them) This fraud and perjury to the court not only to make impossible the return of the father and child to Texas, but also to obtain a child support without the child. (With amounts illegal in Texas)
The father continue to try to return to Texas and on June 3, 2007 at 6PM at half way the bridge of the border of Texas and Mexico a meeting is set where the mother is to send with anyone their travel documents for the father and child to enter the USA, but, she did not.
The father continue to request their travel documents even a letter of immigration , but the mother refuse to send them and took every course of action to make impossible the father return and the baby return at two months old.
The father even attempted to return the baby on June 11, 2007 and July 22, 2007 but was neither accepted.
Why would the Samantha do such acts and abandon her own two month old son and make impossible their retun to their country?

The father and child go to the border of Laredo on June 3, 2007 where the mother is to deliver their travel documents to enter the USA at 6PM but she does not.
THE MOTIVE : GAINS IN THE MILLIONS for the abandonment of the child by the mother and her false claim the father kdnap the child.
The mother starts secret proceedings in Texas on May 30, 2007 and they end on August 13, 2007: Total 53 working days of fraud proceedings held secret.
Purposely non served, WITHOUT SERVICE and making impossible the father to appear in court or return to his country, also the mother trespassed into the father homestead on May 25, 2007 and took illegal possession of the homestead on June 13, 2007 through secret and frivolous proceedings.
From commencement of proceedings on May 30, 2007 to Final Trial on August 13, 2007 using only 18 exhibits used (That proves her own fraud and none of her claims) for the Final Trial she obtains:
$ 4117 child support a month for a 4 mo old baby at the time
The homestead of the father and all contents she was trespassing into.
Plus around $ 200000 in attorney’s fees (no receipts)
Plus around 500 of the 1700 fine art paintings (Some examples of the paintings stolen)
Plus the father would need to pay $300000 cash bond to see his son (when the child is with the father)
ADDITIONAL GAINS:
But, the mother also started proceedings on July 6, 2007 in Texas against the elderly parents of the father who lived in Mexico, (out of jurisdiction but by fraud they claim all events happened in Texas) and the final trial on this purposely non served suit if on August 22, 2007.
The mother obtains in these proceedings that lasted only 33 working days (excluding Saturdays and Sundays)
A 35 million dollar judgment
Plus another 600 plus, of over 1700 Fine Art Paintings
Plus around $295000 in Attorney’s fees
Plus over 160 acres of prime real estate
This amounts above are in dollars, and at a split of gains of 40/60 % between her and attorneys .
This suit purposely non served, no jury, no notice.
The parents of the father found their properties been auctioned in the internet while trying to find his son who they had not heard from him in months. And the family of the mother were violently attacking the elderly parents of the father in Mexico.
Finally after long mediations with embassies, attorneys, parents and others, a settlement agreement is reached, and the mother renounce to all she won, and agee to deliver possession of all property she obtained by fraud and theft, including the father homestead, art and all properties, this instrument reached by attorney agreement and Under Hague Proceedings (Treaty) ordering the child to remain in Mexico, but,
The mother kidnaps the child in breach of this instrument, apparently by forging the Embassy records of the US Embassy or/and by even forgery of the signatures of the Consul Cecil K Scott who personally took the duty to safe keep the travel documents of the child.
Then, the mother has concealed the whereabouts of the child up to date, and has withheld by theft all property, art homestead of the father, all his records, and over than 1700 fine art paintings and more...
As proceedings have continued , the father obtained all records of evidence from several entities, and this case has exposed a large network of child exploitation.
These are the proceedings now with Justice Hogg (Justice Mary Hogg) on the High Court of Justice of England.
The mother has breach the custody rights of the father for now nearly three years and continue in illegal possession of all his property and property of his elderly parents.
The father only request if for the court to order the compliance of the International Settlement Agreement reached and agreed under Hague Proceedings (treaty) with the government agencies and entities, and attorneys and with jurisdiction in three countries involved (England, Mexico and USA)
The mother request: To change the name and identity of the child and remove the child from the ward of the court to leave the UK jurisdiction if she wishes and escape with all stolen property and kidnap child, violating also several Human Rights and to escape from Justice.
During the events the violence of the Mother and her family was extreme, even agains the parents of the father.
All is known of the baby since his kidnapping is his poor welfare.
The mother is not only perverse, has exploited and abuse the child for her own gains, and with a high degree of a trully sexually derranged mind.
After three years six months of this conflict started, the father only request from the Honorable Court to order the Compliance of the International Settlement Agreement Under Hague Proceedings, and does not even ask for punishment against the mother, even when, her crimes are very extensive.
